 Article 5.1 of the UNFCCC/Kyoto Protocol mandates the establishment of a National System for preparation of greenhouse-gas emissions inventories. The National System for Germany fulfils the requirements of the revised UNFCCC Reporting Guidelines on National Inventory Arrangements (UNFCCC Decision 24/CP.19), requirements which are binding under the Kyoto Protocol (according to UNFCCC Decision 19/CMP.1) and the European Greenhouse gas Monitoring Mechanism Regulation (525/2013).
